Faster Overseas Employment Certificates (OEC) processing

The new Philippine Overseas Employment Administration (POEA) chief Hans Cacdac promised to streamline operations and fast-track the processing of overseas employment certificates (OEC).

OEC is a mandatory document that a overseas contract worker from the Philippines must have. Without which, a worker will not be allowed to leave the country. OEC is not required for those moving to Canada with a permanent residence visa.

It would be best if POEA will allow online application for OEC, agree?

Deployment Ban on Libya Still In Effect

Former strongman Muammar Gaddafi has been buried and Libya's new leaders have declared the oil-rich North African state "liberated".

However, deployment ban on Libya is maintained by the Philippine Overseas Employment Agency (POEA.) The agency is awaiting the recommendation of the Department of Foreign Affairs (DFA) regarding the security situation in Libya.

The new leadership of Libya appears united in moving the nation towards democracy. There's a great chance that the transition will be peaceful and smoother. Overseas Filipino Workers (OFWs) need only to wait just a little longer for the deployment ban to be lifted.

Meanwhile, recruitment agencies who are found to have deployed Filipino workers to Libya while the ban is still in effect will be administratively and criminally charged.

Banned in Saudi? Filipino Household Workers Needed in Kuwait

Filipino household workers or domestic helpers wanting to work abroad in that capacity must set their eyes to other countries like Kuwait beginning today.

The Kingdom of Saudi Arabia will no longer issue work visas to Filipino domestic workers starting July 2, 2011.

Based on my look up at the POEA approved jobs database, there is a great demand for household service workers in Kuwait. Most notable among the list of approved job orders for this position are:

200 Household Service Workers - Non-Stop Overseas Employment Corp

Plumbing Jobs in High Demand in the Middle East

Plumbing jobs are in high demand in the Middle East particularly in Saudi Arabia.

I went to the POEA website today and found out that there quite a lot of approved job orders for plumbers for Saudi Arabia and other Middle Eastern countries such as Kuwait, Qatar and UAE.


A Plumber busy with one of those plumbing jobs.

Plumbers install, repair and maintain pipes, fixtures and other plumbing equipment used for water distribution and waste water disposal in residential, commercial and industrial buildings.

That isn't just for this month alone. By my count, approved job orders for Plumbers were:

January 2011 - 129
February 2011 - 210
March 2011 - 309
April 2011 - 291
May 2011 - 307
June 2011 - 106 (June 15 the latest date)

You can view the approved job orders for plumbers in June, here. Or you can check them out yourself at the POEA website.

And that is not counting those job orders tagged as "Open". There are other countries that need plumbers as well but the bulk of the approved job orders are for deployment in the Middle East.

The recent discussion between labor officials of the Philippines and the Kingdom of Saudi Arabia about refroms in the Saudi labor system augurs well for those Filipino plumbers hoping to use their skill there and earn enough for their families here.

The reforms discussed were:
  • The recognition of “intermediary hiring firms" that will serve as sponsors and co-employers of workers and who will be responsible for the OFWs' welfare and protection;
  • A mandatory, broad-range insurance for OFWs; the premium will be paid by employers;
  • A new remittance scheme for OFWs; and
  • The expansion of e-government facilities, an associated wage protection system, and better enforcement of existing regulations, including the establishment of 24/7 hotlines to receive workers’ complaints in various languages, including Tagalog.
Plumbing is skill that Filipinos are good at. Here's hoping that these plumbing jobs in the Middle East will help many Filipino plumbers showcase their competence in this trade skill and help their families in the process.

OFW Deployment to Bahrain Resumes

The State of National Safety in the Kingdom of Bahrain was lifted on June 1, 2011 and the DFA consequently downgraded the security classification from Alert Level 2 to Alert Level 1.

Here's hoping that the recent resumption of deployment processing for Bahrain-bound OFWs at the POEA will become permanent.

Also, OFWs should be aware of DFA Alert Level Guidelines and check to see if their destination countries fall on any of the alert level.

This site prays for the safety of all OFWs and encourages them to heed the government's authority involving deployment ban and repatriation from countries experiencing strife.

Sonographers

Sonographers are medical professionals that operate special equipment which directs high frequency sound waves into areas of a patient's body to generate an image for the assessment and diagnosis of various medical conditions.

We are all familiar with ultrasound scans that monitor pregnancies or determine the gender of the baby. It is just an specialized application of sonography dealing with obstetric and gynecology. Other uses of sonography and performed by sonographers are:
  • abdominal sonography (images of the liver, kidneys, gallbladder, spleen and pancreas)
  • neurosonography (images of the brain and the nervous system)
  • breast sonography
  • vascular/cardiac sonography
Medical sonographers perform some or all of the following duties:
  • Operate ultrasound imaging equipment that transmits high frequency sound pulses through the body to produce images of those parts of the body requiring examination
  • Monitor examination by viewing images on video screen, to evaluate quality and consistency of diagnostic images, and make adjustments to equipment, as required
  • Record, store and process scanned images by using camera unit connected to ultrasound equipment
  • Observe and care for patients throughout examinations to ensure patient safety and comfort
  • Prepare examination reports for physicians to aid in the monitoring of pregnancies and the diagnosis of cardiac, abdominal, ophthalmic, vascular and other disorders
  • Perform quality control checks on ultrasound equipment to ensure proper operation and perform minor repairs and adjustments as required
  • May supervise and train student and other medical sonographers.
  • Medical sonographers may specialize in abdominal, cardiac, cerebral, obstetrical and gynaecological, ophthalmic, intraluminal or peripheral vascular sonography. They may also specialize in adult or pediatric echocardiography or neurosonology.
Each country has its own policies regarding the practice of sonographers, usually implemented by accrediting institutions authorized by the government. It is best to consult with them when you are looking to practice as a sonographer in that country or looking to be hired as one.

Household Helpers in Cyprus

One of the in demand jobs in Cyprus are household helpers or household service workers. Cyprus is a high income Eurasian island country and a popular tourist spot in the Mediterranean Sea. Household helpers include domestic helpers, housemaids and houseboys.

A quick check from the POEA website revealed the following approved job orders for household helpers to be deployed in Cyprus this March 2011.

Apart from the demand, one reason to work in Cyprus as a household helper is the relatively higher pay compared to the more known countries for such kind of workers namely, Hong Kong and Singapore.

Cyprus recently increased minimum salary of household service workers from €429 TO €456 a month (US$567 to US$603) retroactively implemented from January 1, 2011. Conversion rate I found via Google is 1 Euro = 61.57 Philippine Peso which translate to salary range of Php 26,413.53 to Php 28,075.92 .

Where as the minimum allowable wage (MAW) for foreign domestic helpers in Hong Kong is HK$ 3, 580 per month. Conversion rate I found via Google is 1 Hong Kong $ = 5.58 Philippine Peso which translate to a minimum allowable wage of Php 19,976.4 . While in Singapore, a domestic worker pay ranges from S$ 350 - 550. Conversion rate I found via Google is 1 Singapore $ = 34.42 Philippine Peso which translate to a pay range of Php 12,047- Php 18,931 .

These are just comparisons based on my immediate research on the internet and subject to change especially with forex conversion. Plus, there may also be deductions. The point is just that household helpers in Cyprus gets a relatively higher minimum pay.

Last year, I posted in this website a POEA advisory about entertainer jobs in Cyprus that may lead to forced prostitution. I think that it is wise to assume that the same bad people may target female household helpers.

Thus, I advise applicants, especially applicants for housemaids, to be diligent in verifying all information about the legitimacy of the position, of the recruiting agency and of the prospective employer.

To those who will be successfully employed and deployed to Cyprus, it would be also wise to regularly inform your relatives, friends or agency about your condition and treatment there starting from your arrival.

Filipino Nurses Cautioned on Nursing Jobs in Belgium - POEA

In a released advisory, the POEA has cautioned Filipino nurses of being lured by recruiters to supposed nursing jobs in Belgium.

While there may be an actual shortage of nurses in Belgium, foreign nurses encounter difficulty securing employment because of European Directive 2005/36/EC.

I think that European Union member countries prioritize their own citizens and those of EU members before looking for other nationals to fill in professional positions.

The directive implemented by the European Commission consolidates the rules regulating the recognition of professional qualifications among EU member nations. With this directive, Filipino nurses still have to take several unit of nursing subjects in Belgium, so that their credentials will match that of the Belgian nursing curriculum.

Filipino registered nurses are advised against these supposed nursing jobs in Belgium. They may be hard pressed to qualify and secure the nursing position, or worse, the position being offered may proved to be non-existent at all.

DFA Alert Level Guidelines for OFW Deployment by the POEA

The Department of Foreign Affairs (DFA) of the Philippine government issued the following Alert Level guidelines with respect to POEA's deployment of overseas Filipino workers abroad.

1. For Alert Level 1 (Observation Stage), a travel advisory will be issued by the DFA. The POEA will allow the deployment of overseas Filipino workers with new job contracts (new hires) and returning workers (vacationing or rehires) with valid work visas/resident permits

2. For Alert Level 2 (Caution Stage), a travel advisory would have already been in place and a partial deployment ban will be issued. Under this alert level, only returning workers will be allowed to Bahrain. Returning workers, however, must execute an affidavit that he is well aware of the security ris, but voluntarily proceeds to Bahrain.

3. For Alert Level 3 (Warning Stage) and Alert Level 4 (Repatriation), a total deployment ban will be implemented.

These Alert Levels were specifically implemented with respect to the situation in Bahrain. I think that these guidelines serves as true with respect to any country whose situation can endanger the lives of OFWs.

POEA Appeals for Loan Collection Deferment for Taiwan-Bound OFWs

The POEA thru Administrator Carlos Cao Jr. appealed to recruitment agencies and lending companies to understand the current plight of Taiwan-bound OFWs and defer collection of loan payments until such time that they are deployed and are able to receive their first salary.

Due to the rift between the Philippines and Taiwan that started last month, Taiwan-bound OFWs were required to submit additional documents before a work visa is issued. This resulted to longer processing time. Thus, it would be a while before these OFWs can afford to pay for their loans.

Taiwan-bound OFWs surely deserves some breaks in their current predicament.

Last week, the government has set up special windows in five key government agencies (DFA, NSO, NBI, SSS & PhilHealth) to help Taiwan-bound OFWs. Those special windows will help expedite the processing of documentary requirement in compliance with Taiwan's stricter regulations for issuance of work visa.

These efforts to ease the difficulties of Taiwan-bound OFWs are welcome. However, the best scenario would be the quick resolution of the Taiwan-PHL row for the benefit of these OFWs and their families.

Pickers are needed in the USA. That's what the POEA revealed when I looked for approved job orders for USA yesterday.


I believe the job orders are for harvesting labourers or fruit pickers such as an apple picker.

The job order was approved February 23, 2011. And the agency listed was POWER HORIZON INTERNATIONAL RESOURCES INC.(FORJSGS MANP.& GEN. SVICS INC.)

I verified the agency from the POEA's list of licensed recruitment agencies and found the following information:

OFW Deployment to Libya & Yemen Suspended - POEA

UPDATE [March 17, 2011]:
In a memorandum, DOLE Sec. Rosalinda Baldoz ordered Philippine Overseas Employment Administration (POEA) administrator Carlos Cao Jr. to “immediately effect the deferment in the processing and deployment of all newly hired workers to Bahrain."

UPDATE [March 11, 2011]:

Deployment of overseas Filipino workers to Bahrain is now allowed, both for returning workers and new hires, as per POEA Advisory No. 10.

The POEA has issued an advisory suspending the processing and deployment of all OFWs bound for Libya and Yemen until the political and security conditions in the said countries have normalized.

Administrator Carlos S. Cao, Jr. also instructed recruitment agencies deploying Filipino workers to the 3 countries to submit to POEA situation reports including a contingency plan of principals for their affected OFWs.

OFWs Needs to Validate Exit Clearance at NAIA Terminals - POEA

Beginning March 1, 2011, Overseas Filipino Workers (OFW) leaving the country will be required to validate their exit clearance at POEA's Labor Assistance Center in all Ninoy Aquino International Airport Terminals.

Validation of OFW exit clearance/overseas employment certificates/e-receipts will only take a minute or so through validation machines which will be set up to accommodate thousands of OFW leaving the airports daily. The validation shall only be valid up to the date of the confirmed flight. Revalidation shall be allowed for cancelled or rescheduled flights.

Here's hoping that this OEC/Exit Clearance validation can lessen illegal recruitment and human trafficking.

World Class Filipino Seafarers Set to Capture Half of Global Seafaring/Manning Jobs

Filipino seafarers are amongst the best in the world. The Philippine seafaring industry has long been providing highly skilled seafarers and currently makes up at least 30% of the mariners worldwide.

The industry is seriously targeting 50% of mariner jobs globally in the next few years. Leaders of the Joint Manning Group (JMG), the umbrella organization of seabased manning agencies in the Filipinos, shared the heavy investments for world class training modules and training facilities, enabling Filipino seamen to handle the most sophisticated sea vehicles in the world. Filipinos are capable ship handlers from captains to mates.

These efforts of the stakeholders in the seafaring and manning industry will surely boost the stock of Filipino mariners amongst shipping companies leading to more seaman jobs. These efforts should be lauded and should be continued.

Shipping companies worldwide can entrust their ships to Filipino seafarers because they are highly competent and highly motivated to perform really well.

I have a few seaman friends who have worked across the world seas. Most of them have risen in rank because they continuosly train and upgrade their knowledge and skill whenever they can during their stay in the Philippines. I feel proud of the contributions of Filipino mariners/seafarers in world.

3rd Batch of Caregivers & Nurses for Japan, Open to Applicants - POEA

Good news for all Filipino caregivers and nurses looking for employment!

They have a good chance of landing caregiver and nursing jobs in Japan this 2011. In an advisory from POEA, the third batch of caregivers and nurses for Japan is now open to applications in cooperation with the Japan International Corporation of Welfare Services (JICWELS).

Filipino caregivers and nurses are encouraged to apply immediately as the deadline for submission is only until January 6, 2011.


Experience from the previous batches revealed that Japanese medical institutions prefer candidates aged 20 - 35 years old. Additionally, these institutions are strict about physical & psychological fitness and training/work schedules. Knowledge of the Japanese Language will be an advantage.

QUALIFICATIONS

CAREGIVERS
  • TESDA-certified Caregiver
  • A graduate from any four (4) year course or B.S in Nursing
  • Must be physically and psychologically fit

NURSES
  • Graduate of Bachelor of Science in Nursing
  • With Board License
  • With at least three (3) years hospital experience
  • Must be physically and psychologically fit

Pre-employment orientation shall soon commence for qualified applicants who have registered online and maintained an active status through the POEA e-registration system via www.poea.gov.ph or www.eregister.poea.gov.ph

OEC & Exit Permit Processing at SM Malls

Here's additional info about the (OEC) Overseas Employment Certificate or Exit Permit processing in SM Malls for Filipino OFWs on vacation during these holidays.

OFWs can proceed to Global Pinoy Center either at the 5th Level of The Block SM North Edsa in Quezon City or at the 2nd Level of SM Mall of Asia in Pasay City until January 15, 2011 from 10:00 AM to 7:00 PM [except on December 25 and January 1 ]. They will beasked to present their valid passports, working permits and other relevant documents for processing.

Documents of returning OFWs from Afghanistan, Iraq and Lebanon will not be processed at these venues. Deployment ban for the 3 countries is still in effect. Domestic workers bound for Jordan are advised to go to the POEA main office.

Again, this is good news for Filipino OFWs and their families as their much deserved vacation will not be interrupted entirely by the required paperwork processing. This time, the OFW can fulfill his/her obligation while his/her family can be nearby enjoying activities inside the mall.
